Tribhuvan University, Faculty of Management, Central Department of Public Administration, Public Administration Campus, Jamal introduces Bachelor of Public Administration (BPA) course in Nepal from the academic year 2070-71. It is a 4-year, 8-semester program and offered at Public Administration campus building at Kathmandu. Currently, more than 4 colleges offers BPA program in Nepal.

Objectives of BPA Program

The objective of the Bachelor of Public Administration (BPA) is designed to enable graduates for the success in multitude of employment positions in public, private and the NGO sectors. Upon completion of the program, the graduates will be able to:

  1. Develop learning, research and professional skills in the area of public management
  2. Prepare public managers to meet the needs and challenges of public service;
  3. Demonstrate an awareness to and knowledge of the political context of the duties of a public servant;
  4. Exhibit ethical conduct while maintaining awareness of the large responsibilities of serving the public interest; and
  5. Become effective managers, specialists, and figureheads in both the public sector and public organizations.

History of Public Administration course in Nepal

public administration education was started with a one-year diploma in public administration together with imparting in-service training for HMG Second Class Gazetted Officers under Center for Economic Development and Administration (CEDA) of the Tribhuvan University.

Later in 1976, Public Administration Campus (PAC) – a full fledge constituent campus of the Tribhuvan University was established. PAC was assumed the sole responsibility for education for public administration and undertook “Diploma in Public Administration” (DPA Program until 1979).

The mission quickly evolved to include offering Master degree in Public Administration in 1979. To upgrade and get more independent status, Tribhuvan University has created the Central Department of Public Administration (CDPA) in 1986. Since then PAC/CDPA has been imparting education, training and conducting research in the area of public affairs management.
